To send a letter you can drop it off in one of the orange mailboxes. Usually the right side is for local mail and the left side is for all other mail. You can also bring the mail to a post office.

The Chipknip works a bit like a debit card. One difference is that you need to "load" it with money before you can use it. There are various places where a Chipknip can be "loaded" with money. One place is the aerospace faculty building and another is the bank. After you "load" the Chipknip you need to activate it, which can be done at the same place as where you "load" it.
